If local power were my goal, I would aim at the position of Chief of Police. If there is one institution with a visible presence, and visible effect on a community, it is the police. I have always thought that the world would be much more livable if only the police weren’t such an imposing force. I think they may have forgotten the serve part in the serve and protect slogan.  Upon assuming this position, I would shift the focus of the police entirely onto violent crime. I see little use in using police officers to hand out minor traffic tickets, or spend their days watching drug using losers with binoculars. SInce this is what most of the police force is used for, I would reallocate them to a new division which is responsible entirely for giving out directions to lost tourists, cleaning the roads, and smiling at passers by.
